The declaration of conformity and the EC marking are the
passport that allow today the free circulation of goods and
products subject to safety requirements within the European
Community.
The need to remove the national technical
constraints that obstructed in the past the free circulation
of products within the EC was stated in the Treaty of Rome
signed in March 1957 by all Member States.
The
publication of the "White Book" in June 1985 widened the
principle of legal placing of products on the market of all
Member States and the need for the harmonisation of the safety
requirements for each product by means of specific European
Directives.
The final definition of the actual
certification frame with the "Global Approach" Directives (or
"modular" Directives) was officialised in 1993 trough the
Decision of The European Council 93/446/EC that introduced the
modular system of evaluation of the product
conformity.
